Award for Personal License Holders (APLH) - BIIAB Level 2

The BIIAB level 2 Award for Personal Licence Holders has been fully accredited by the Secretary of State for the Department of Culture, Media and Sport (DCMS) and satisfies one of the mandatory requirements for applying for a personal license under the Licensing Act 2003.

This qualification is designed for anyone authorising the retail sale of alcohol in licence premises including: pubs, bars, hotels, restaurants, off-licences, supermarkets, convenience stores, sports & social clubs, entertainment establishments, nightclubs, leisure parks and casinos.

Assessment - The examination will last 40 minutes and will consist of 40, externally marked, multiple choice questions. To pass the examination and gain the qualification candidates will have to answer 28 questions out of 40 correctly. Questions will be selected from the assessment criteria as before and there will always be questions on the following:

  • The sale of alcohol to and consumption of alcohol by children
  • Serving a person who is drunk
  • The licensing objectives
  • The duty of a personal licence holder to declare relevant offences and produce licence when requested
  • Rights of entry of authorised persons
  • The Handbook provides all the essential knowledge to complete the course and assessment successfully.
Course Content

Covers the syllabus set by government to enable candidates to understand the law in relation to:

  • The roles, responsibilities and functions of licensing authorities within the framework of the licensing objectives
  • The application process for a personal licence
  • The role and legal responsibilities of the personal licence holder, and penalties relating to failure to comply with the law
  • The premises licence
  • The content and purpose of operating schedules
  • The role and duties of the designated premises supervisor
  • Unauthorised licensable activities
  • Permitted temporary licensable activities
  • Rights of entry to licensed premises
  • Police powers with regard to suspension and closure of licensed premises
  • The specific prohibitions for the sale of alcohol .
  • The strengths of alcoholic drinks, and the effected of alcohol on the human body
  • The protection of children from harm
  • The responsible retail sale of alcohol
FREE Provisional membership for all successful BIIAB NCPLH Candidates.

Entry Requirements:

Group A - Candidates should present one of the following forms of identification:

  • Signed valid passport (any nationality)
  • Signed FULL UK paper driving licence
  • Signed FULL UK photo card driving licence
  • Valid EU photo identity card
  • Valid UK firearms licence
  • Personal Licence Card
  • Security Licence issued by the Security Industry Authority (SIA)
  • Warrant Card issued by HM Forces, Police (must be current and valid)
  • Proof of Age Standards Scheme (PASS) Card (MUST have PASS hologram on card)
Where candidates are unable to provide identification from the above list, they must present three items from:

Group B

  • A credit card, debit card or switch card produced by a bank, building society or credit card company which contains the candidate's signature provided this is accompanied by a recent statement*
  • An original or certified copy of UK Birth Certificate
  • Marriage certificate (only if current name)
  • P45 or P60**
  • Mortgage statement**
  • Financial statement e.g. pension**
  • Utility bill from current address e.g. gas/electric/telephone - inc mobile phone contract*
  • Certificate of British Nationality
  • British work permit or visa**
  • Addressed payslip*
  • Child Benefit book**
  • Court Summons**
  • Letter from Inland Revenue/Department for Work and Pensions/Employment service or local authority**
  • National Union of Students Card (full-time students only)
  • TV Licence with your name and current address**
  • Bank or Building Society statement issued to current address*
  • * Documentation should be less than 3 months old
  • ** Issued within the last 12 months
